NOTE: For qualifying quartets and for quartets that might be considered for
wild card slots, ties that occur between a 2-judge panel score and a 3-judge
panel score (where the percent average is calculated to a "tie" rounded to
the nearest 0.1%) are broken by calculating the average score to the nearest
0.001%, by multiplying the 2-judge panel score by 1.5 and then dividing by 36.
